Japanese people voted for Democratic Party, which is the opposite party to Prime Minister Shinzo ABE, who is a leader of the Liberal Democrat Party.
Before the election, LDP had 110 members in the Upperhause. But now, there are 83 members belonging to LDP.
Instead, Democratic Party has now 109 members in the Upperhause.
Now, the Lowerhouse supports ABE cabinet, but the Upperhouse majority is opposite side.

Upper house election
Today, Japan is election day for Japanese Upper house(the House of Councillors).
Japanese Constitution establishes two congress, House of Representatives and House of Counsillors.
And half of members of House of Counsillors must be elected in every 6 years.

New Anti-Spam Legislation in Jp
Japanese government (METI) decided that an Opt-in regulation should be introduced for its anti-spam legislation.
In Japan, there are 2 anti-spam laws : Tokutei Shotorihiki Ho and Tokutei Denshimeru Tekiseika Ho.
Meti has a competence for former law. They will reforme Tokutei Shotorihiki Ho to introduce the opt-in regulation next year.
